Vacancy: Community Liaison Officer
The company would like to recruit a Community Liaison Officer to be based at Gugulethu Colliery within the Msukaligwa Municipality.
SKILLS & QUALIFICATIONS
Grade 12
National Diploma/Degree in Social Science/ Developmental Studies/ Stakeholder Engagement or Community Development
KNOWLEDGE
Minerals and Petroleum Resources Development Act 28 of 2002
Minerals and Petroleum Resource Development Regulations
Social and Labour Plan guidelines, 2010
Mining Charter
Skills Development Act, 2018
Extensive knowledge of stakeholder engagement will be an added advantage
OTHER SKILLS/COMPETENCIES
Communication skills: Ability to liaise with people on all levels, sound written and verbal communication skills
Development studies
Report writing skills
Fluent in English and one African language
Ability to motivate and be innovative
Ability to mediate and resolve community conflicts
Understanding of the socio-economic dynamics and complexities
Office administration and presentation skills
EXPERIENCE
Minimum of 3 years’ experience in stakeholder engagement or community liaison in the mining industry.
Valid driver’s licence
DUTIES & RESPONSIBILITIES
Facilitate communities’ engagements and consultations
Must be able to engage with the local municipality and the DMPR and manage the implementation of the Social and Labour plan
Ensure coordination and support the local skills development beneficiaries
Conduct consultations and engagements activities within communities through regular interaction at multiple levels including through formal leadership structures, community forums and individual members of the communities
Ensure recording of all interactions and commitments
Support the effective identification, assessment and close-out of community complaints within the host communities and monitor implementation of actions resulting from the complaints
Ensure that SLP commitments are implemented
Support the reporting and recording of all community incidents and complaints and maintain an active log of “live issues”
Facilitate clear negotiation, engagement, information sharing, feedback, consultation and risk assessment approaches to relevant stakeholders
Identify and respond to local community stakeholder issues
Implement various communication mechanisms to ensure that messages are timeously, clearly and accurately conveyed
Capture and maintain data, as well as keep records of meetings with stakeholders
Supports operations by building and maintaining relationships with local communities
Coordinates the flow of information between community members and the client through a planned, structured and proactive approach
Attends to complaints, grievances, land utilisation, compensations and investigations and informs relevant parties
Supports the programmes and other areas of the business (e.g. HR skills communities’ skills development testing and pre-work preparation)
Support all consultations and engagements specific to successful implementation of the Client’s Communities and Social Performance requirements including:
Working collaboratively with other functions to implement heritage management, graves relocation, livelihoods, Mining Charter and physical and economic relocation and resettlement plans
Maintain excellent and highly efficient working relations with government departments, local communities and other key community leaders and group of influence
